`rsvp help` should better explain the announce thread

The RC calendar integration with RSVPBot added some new behavior, where new events are automatically streamed to the RSVPs > announce thread. This has been sort of confusing, and it would be nice if rsvp help explained what's actually going on (they're not yet initialized, etc.).
