[python]: Force Service members to be of specific type

A datetype assertion python decorator has been implemented: 928daac

Use this decorator to assert datatype on function input arguments.

CloudMsg.Request attributes have to be implemented as properties
For example:

class FaceDetection(CloudMsg):
    class Request(CloudRequest):
        def __init__(self, **kwargs):
            self.__imageFilePath = ''

        @property
        def imageFilePath(self):
            return self.__imageFilePath

        @imageFilePath.setter
        @datatypeassert(val=str)  # @datatypeassert(str)
