Setup isn't triggered or prompted if Tile is installed first

If the user installs NightWear on the watch and then proceeds to install the Tile, next steps are non-obvious.

At the moment the user would see a broken Tile display (just dashes) and would only resolve this by deciding to install the watch face or complication which will push them in to the configuration flow.
