The Rock-4C Plus device does not boot. (scarthgap)

The compilation completes successfully without errors, but the generated image does not work (tested with both SD card and eMMC).

Hi,
I'm currently encountering what seems to be the same issue with the 4C-Plus with scarthgap and an SD card. I’ve connected the boardi via the serial port, and it looks like the board doesn't even reach the full boot phase. Here's the serial output:

The board seems to get stuck at Returning to boot ROM... and does not proceed beyond that point.
This message does not pop when no SD card is inserted inside the board.
Additionally, I noticed that the partition layout on my SD card looks unusual compared to the layout in the official Radxa-provided image. There are many small partitions, most of which appear unused:

I've tried both the core-image-minimal and full-cmdline and both end up not booting.
Any insights or suggestions would be appreciated.
