Debian has cython 3.0.11.

Removing the directive from setup.py results in test failures that were present in 3.7.1 too:

The test failures are due to PROJ. I recommend downgrading PROJ to the previous version.

PROJ was just updated from 9.6.0 to 9.6.2 in Debian unstable.

Like other test failures caused by changes in PROJ, we just ignore those:
