Multi Endpoint ETDA import 7-month import and set up recurring monthly import

Two tasks here:

• One-time historical import: Run a 7-month import to production on July 13th.
• Recurring monthly import: Set up a cron job that runs a monthly import. Schedule it for around the 10th or 11th of each month. It should look back 1 month by default.
