ESF Notifications should be restricted to the circle and pilot roles

Current behavior

Everyone would be able to use the notify command for ESF fights. We don't want this to happen, because AA players are utter degenerates that will use it to ruin every good fight.

Expected behavior

Only the circle and verified pilots should have access to the notifications.

Definition of Done

• Universal Definition of Done is adhered to

This has to be done before we make the early access channels public.

The notify command will be deprecated, so we should restrict who gets to see pilot populations in the sesh command instead.
