Clarify timeouts in the /friends command #191
Description
Current behavior
Peepo responds with an opaque timeout error when the Census API takes longer than a minute to run the initial friends priming process.
Expected behavior
Should clarify that it's the Census API taking a while and that it would resolve itself given enough time / retries. Ideally, we'd increase the timeout limit and clarify the situation for any request that takes longer than 5 seconds, without interrupting the command.
