wrong version number in VERSION

The file VERSION contains the wrong version number. Because of this the upgraded installation of phplist did not require a database upgrade.

I could not find an issue using the former database (without upgrades), so I assume it's a very minor issue. Nevertheless I forked the project and created a pull request for this.
