Use correct set of permissions when construction SimilarPatientViews

Should use getVisibility().getDefaultAccessLevel() instead of getAccessLevel() when constructing PatientSimilarityViews.

UPDATE: the code above is probably incorrect, but the existing code had problems, need to test and review
