mod not loading after installation (SuperBLT working)

hi, I'm having an issue where the mod does not appear to load in-game
Steps I followed:

Installed Microsoft Visual C++ 2017 Redistributable.

Installed SuperBLT.

Launched the game once to let SuperBLT install properly.

Closed the game.

Placed the mod files into the mods folder.

Launched the game again.

Expected behavior:

The mod should load and be active in-game.

Actual behavior:

The mod does not appear in-game. No visible changes. It seems like nothing is loaded.

You have to use only 1 folder.
It is on readme

⚠️If you want to unlock all DLCs, only drag the unlock_all_dlcs folder into the mods folder
⚠️If you only want to unlock Characters, only drag the unlock_only_characters folder into the mods folder
⚠️If you only want to unlock Heists, only drag the unlock_only_heists folder into the mods folder
