Make Notifications apply to new Pathogens automatically

Currently we have to add notifications for new pathogens, including the 'notified' file, which can mean we can miss new submission (particularly direct ones) after adding a new pathogen - which is a particularly exciting time!

We should see if we can set it up so that notifications run for all pathogens that are supported, including any new ones that appear.
