owntrack doesn't follow IOS measurement system setting

When the en_US locale is used, OwnTracks uses the imperial measurement system despite the iOS settings measurement system being set to metric.

Currently, values are formatted according to the region settings only (see #765).
Will need some work to convert from Objective-C NSMeasurementFormatter to Swift Measurement.formatted()

The UI for Regions with regards to lat, lon, and radius setup is still fixed in meters and degrees with a decimal point (not comma)
