Remove Inactive Users

### Description  
inactive users are displayed in both the Team and Home tab


### Expected Behavior  
If a user does not contribute to a given repo/the organization for 1-2 months their account is not included in our statistics.

### Actual Behavior  
Users who are not at the university/active contributors are showing on the dashboard.
