Grabbing/connecting location `IssueDetailScreen`

Description: Currently the IssueDetailScreen doesn't dynamically connect(grab) the neighborhood/location information and the status tags

Acceptance Critera:

• IssueDetailScreen correctly displays the address of the report that was grabbed in the issuecreationscreen
• All issues are initially automatically tagged as reported(don't have addresser functionality up yet which would allow them to change it)
