Old Pull Request AutoTester Checks Being Removed

We are planning on discontinuing the use of the old Pull Request AutoTester (AT1) immediately for the develop branch.

Effects for users:

All AT: <...> labels will cease to function

Code review requirement will be enforced via built-in GitHub options

AT1 is now disabled for develop and master

@sebrowne Can the non-functional AT: <blah> labels just be removed entirely?

We want to keep "AT: PRE-TEST INSPECTED" to allow to launch the autotester without having to approve the PR for merging. But the other labels can probably be removed.

If the labels do nothing, I think they should be removed to reduce confusion. Otherwise some developer (like me) might complain when a PR doesn't get tested or merged when they think it should be.

• AT: RETEST
• AT: AUTOMERGE
