Bundle pool is a caching mechanism?

In DocBundlePool.html, after explaining the bundle pool concept and implications, you can read

then, this "technology layer on top of p2" refers to the bundle pool? another concept / entity? It's confusing for me

It's referring to this set of bundles which provide framework components to augment what's provided by p2:
