Dev process management

As part of our move to a more Open source compatible dev process, we would like to share more of the decision making process regarding Stormancer features and APIs.

Proposed process:

• Ideas are submitted as independant github discussions, where they can be refined.
• Once a decision has been reached, issues are created, linking to the discussion thread.
• Discussion about the feature keeps happening in the associated discussion thread. Discussions and comment about issues happen in their own thread.
