Is atlas.oraxen.com free to use?

Hello. I'm the developer of CIT-paper plugin that provides server-side CIT support. Since it heavily relies on resource packs, the ability to automatically upload generated packs to a server would help a lot.
Am I allowed to use atlas.oraxen.com, or is it restricted to Oraxen users only?
