Merge Batch Query and Batch Transfer

Only have Batch Transfer with the following workflow

• Users go to Batch Transfer, create a new job and upload a batch file in Excel format
• The batch file is directly queried for existing transferrable studies
• If some study can't be found, the user can fix his batch, re-upload it, and it'll we checked again
• Finally, when everything looks ok, he clicks transfer and the transfer job starts

Some note: Because we don't want the PACS to be queried constantly by re-uploading the batch file we need some caching layer for already found studies

I don't know if this is something we really want, as batch query itself is sometimes a good feature on its own.
