Support localization

We need an option to localize the graph.
The only place where this can be done is in the D3-lib. This has to be done through Plottable.js (if that is possible).

@tleguijt Looks like Plottable has localization support since 1.14.0
Are you able to do what you need if you switch to this version of Plottable or later?
