Check Permit2 Approvals when sending an intent or quoting

We would have to check the permit2 status at quote generation time or verify it again before we forward the intent.

This is because the user doesn't receive any notification. We get an error on-chain when we try to openFor the intent itself, we have to seamlessly manage that error.
