[Bug]: AS not assigned to measurement in miniooni

OONI probe version: 3.23.0

A community member reported that the measurement AS (AS272809) is not assigned to the measurement when the test starts. It is assigned AS0 and does not show up in the OONI MAT.

This is only limited to miniooni and works well with ooniprobe
