Being able to use `quickstart` WITHOUT the need for plugin for odoo.sh database

Is it intended to not be able to use `quickstart` command on an odoo.sh database ?
If this tool is intended to be used for partner customer, I think it could make sense that without plugin, the command try to clone and pull the backup using the computer SSH access to access the build to retrieve the backup.daily.
