bring in glatos's data import functions #25

converting VRL files to CSV:

Probably doesn't make sense to weave this into actel since we'll be transferring the data importing duties to Surimi. We should transfer the glatos data import functions too.

glatos's vrl2csv could be called by actel's compileDetections.
