Restore previously arranged workspaces when monitors reconnect

AeroSpace already has a mechanism for preserving workspaces to monitor mapping but only when workspaces haven't got focused whilst the appropriate monitors were disconnected.

This issue is to track progress on more resilient/aggressive mapping preservation.
