Change item deals comparison quantity rule

Current behavior
Currently the item deals API only shows items with quantity >3 to avoid inflated prices.

Expected behavior
Maybe this is worth changing for server comparison, so that the quantity only needs to be >3 on one of the two servers. Or change the filter to not look at the current quantity but on the avg. quantity over the last month.
