🚸 Provide CMakePresets.json (#1660)

## Description

This PR defines a
[`CMakePresets.json`](https://cmake.org/cmake/help/latest/manual/cmake-presets.7.html)
and updates the CI to utilize the defined presets.

Fixes #1622
