From their analysis it is clear that the term "observation" is used in current literature to refer to phenomena that can be measured. The term observation is ambiguous in natural language, but as this is an ontology engineering paper I would recommend to use a specialised term e.g. subjective observation, or something better/different, to distinguish from existing, spread use of the term and avoid confusion.
