release: v0.20.1 manifests and state

scoop and AUR checksums from the published artifacts (contrib/*/update.sh
v0.20.1); AUR verified with verify.sh (package built in the Arch
container, installed binary byte-identical to the release tarball,
.SRCINFO regenerated). STATE_OF_PLAY's header narrates the patch and
"Last tagged" moves after the tag; README status lines stay at 0.20.
