Node Pending entries in the KV should automatically expire after a configurable delay

It's possible for a number of join attempts to be made that do not result in a node being trusted. Those have to be manually deleted by the operator at the moment.

Having the primary delete them after a configurable delay seems like a sensible garbage collection mechanism.
