Is it an issue related to Adaptive Cards?
Yes, this is related to Adaptive Card. However, it does not repro on Adaptive Cards Designer.
What is the PWD impact?
When combo‑box items get selected automatically on receiving keyboard focus, users lose control over their choices. For keyboard and screen reader users, simply navigating through the list with arrow keys should move focus but not commit a selection. Premature selection can cause unintended actions, confusion, and data entry errors.
