Unable to add more then one tempest drone to mech

Bug Description

player was unable to add more then one copy of non-unique drones and have it synced, everytime they would sync it would remove duplicate drones in system.

Steps to Reproduce

1. create pilot with LL2 hydra
2. add multiple tempest drones
3. Sync character
