Reducing Stress reduces maximum value instead of current stress

Bug Description

When reducing Stress on a smaller window size, using the + and - buttons, the maximum stress was reduced along with the current stress value. This can currently be worked around by making the window larger, but figured this should be on the record.

Steps to Reproduce

1. Open any existing mech in Active mode.
2. Reduce window size so options to increase and decrease health are "-" and "+" buttons.
3. Click on "-" for Stress field.
4. Stress maximum reduces along with current stress value. This can be restored by increasing the window size.
