Would be nice to emit an event (maybe an error) if the client can't sync past a certain block after trying for a certain amount of time.
It's impossible to distinguish between eclipse attacks DoSing us and chains where the validators have actually stalled, but it makes sense for UIs to show a warning to the user either way.
