[PyCDE] _clear_live_operations got deleted upstream #9008
Description
As of the submodule bump last week, PyCDE is broken since _clear_live_operations was deleted. See my comment here:

This is not strictly necessary so the fix is to just delete it. But I'm waiting on guidance before fixing in the hopes that someone will have a clever scheme to replace it. Will wait a day or two so I don't have to touch this twice.
