Add Kernel Attribute for Randomness

Add a kernel attribute so we know how much randomness is involved in the kernel. For example Basic_INDEXLIST uses random numbers to choose how many indices are included in the final list. This makes some values like the number of bytes potentially inaccurate.

Instead of saying that things are potentially inaccurate. We could also make the setup create inputs that give us a known number of times through a conditional. For example if there is a conditional which triggers for negative numbers and we initialize the data with random numbers from -1 to 1. Then we could generate a certain amount of random numbers from -1 to 0 and a certain amount of random numbers from 0 to 1 then shuffle them together to produce an input with a known number times through the conditional.
