Is your feature request related to a problem?
Citizen food unhappiness is very confusing. Citizens with level-5 food ("untiered", as you call it, from vanilla and other mods that can be eaten up to level 5 residence) get red cogwheels above their heads and their food satisfaction is shown as the red frowny face. The "overall happiness" of citizens is at 10/10 though, which is wholly inconsistent. I understand why citizens prefer food from the MineColonies mod, but the worst-possible mood from food factor happiness should be reserved to low-saturation foods or starvation.
The red cogwheel should also not be displayed in this case - it indicates something is broken or preventing the citizen from going about their business. Getting high-level foods from other mods, which they happily eat, should not cause this feedback. A notification along the lines "I'd prefer some MineColonies food" instead of "The Dining Hall should have better options" would be much more explanatory in modpacks with hundreds of high-level foods.

Before adding gold-level food to the menu, the citizens had complex high-saturation Pam's Harvestcraft foods available (Bibimbap, Epic BLT, various noodle soups and skewers, most of them with 20+ saturation and all of them edible up to level 5 residence), most citizens display red cog and in chat always mention "dining hall needs better options". After adding Eggplant dolma, Fried rice, and Sushi rolls to the menu (and stock), all the food-related issues go away - the red cogs and chat warnings. Only the frowny face in the Town Hall stays, which might be because not all the Dining Hall food is gold-level.

Enhancement or Change description
Eating non-MineColonies food should not trigger the red cogwheel above citizens' heads and should not cause to display the worst possible food-mood in stats, especially if no actual penalty is given to the happiness. The cogwheel should be reserved to critical situations preventing the citizen from working/sleeping/eating etc. Some other warning should be available - a mouse-over text or a specific dialogue maybe.
