Why waypoint report `ISTIO_VERSION=1.20.0`

I am deploying waypoint under istio 1.22.0.

If i trun istioctl, i can see one proxy version is 1.20.0. And deepler look into waypoint, i can see the static bootstrap config is using ISTIO_VERSION=1.20.0

Now we build and upload waypoint image by hand, this issue may be caused by uploading dev image incorrectly which is based on 1.20.

This image works fine in istio 1.20, 1.21 and 1.22 so far, we could refresh the image if necessary.
