Multiple instances not working

I have 2 Minecraft servers hosted locally and phantom on the same machine, 1 on port 19134 and the other on 19136, I have task schedular setup to run phantom (-server 192.168.1.13:19134 & -server 192.168.1.13:19136) in 2 different instances. unfortunately only 1 instance will show traffic and the other will be idle unless I close the active one then the other instance starts doing things. The respective servers show in the friends list so if I close the instance with traffic that Minecraft server will disappear and the other server will show with the other instance of phantom showing traffic now. Both instances work just 1 or the other, never both at the same time.
