Trackers for the BMT development

This issue tracks the overall development of MESSAGEix-BMT runs.

A full run should be able to

• build sectoral details to the baseline scenario,
• implement policies/budgets and include price-demand feedback,
• flexibly integrate the specific requirements of different projects.

Implementation in projects includes

• NAVIGATE
• NGFS P6 (2026 summer)
• CircEUlar integrated scenario (2026)
• ELEVATE good performance scenario (2026 summer)
• EDITS (update MESSAGE low demand scenario, 2026 winter)
• NEWPATHWAYS T3.3 demand policy scenario (2027)

To make the review easier, the functional parts will be introduced gradually through the listed PRs.
