Point the site's card button at the chapter that owns the card

www/start.qmd offered a "Read Appendix B" button linking to
/book/appendices/appendix-b-design-loop-card/. That appendix was deleted
in 356e66f and its card content moved into chapter 3, so the button had
been a 404 on the published site since then. Appendix B today is the
AI-for-architecture map, which is different content, so repointing the
button at the current appendix B would have been wrong.

The button now links to the card section in chapter 3 and says so.

Depending on Quarto's auto-generated heading id would leave the link one
reword away from breaking again, which is the failure this commit is
fixing, so the section gets an explicit {#sec-design-loop-card} anchor.

Audited the same class: every other internal link on the site resolves,
and no /book/ deep link points at a missing section anchor. The two
remaining mentions of the removed appendices are comments in the media
CI script explaining their absence, which should stay.
