Neon migration smoke test 2 — bot crashes on PRs with no body

Same paraphrase test as #165, retrying after fixing the fatal logger.

When a PR is opened with a null body field, the bot throws and never posts a comment. Should handle the null gracefully and post a triage comment regardless.
