Add SVG support #16

Premium feature
Add a new admin setting area for SVG with new settings for:
- Enable SVG uploads (WordPress has this disabled by default)
- Enable SVG optimization (this is on by default)
We can use https://github.com/svg/svgo/blob/c06d8f6899788defae9594537063c2f4307803e4/docs/02-usage/02-browser.mdx as the optimization library. this should be lazy loaded
