Improve README.md with setup instructions

The README.md does not provide clear setup instructions for both backend (Django) and frontend (Vue.js). Adding these details would improve the contributor experience.

Yes please, apparently the Readme,md file don't have any instructions to setup the project locally. It would be beneficial if setup instructions are added.

Hi, if someone is looking for how to setup Eventyay (consisting of eventyay-tickets, eventyay-talk, eventyay-video), for now we only have Docker-based setup. Please follow https://github.com/fossasia/eventyay-docker and don't forget to create .env file.

The current state is:

1. Non-Docker setup has been broken. Will be fixed in the future.
2. Missing setup documentation, due to 1.

Thanks! Managed to set it up locally with the docker based config.
few queries :

       -  `After that:
        * log into tickets
        * create SSO OAUTH key under Admin -> SSO Key for the correct domain`

for what domain the ID and secret should be generated??
also up next what should i do initially to figure out i have managed to set it up fine or not ?
