Add support for other FOSSA CLI options

#11 adds support for the --endpoint flags, but it would be nice to include other flags supported by the CLI.

To anyone running into this issue, you should be able to work around most of the configuration limitations of this action by adding a .fossa.yml file to the same directory (i.e. source code root) that the CLI is running in: https://github.com/fossas/fossa-cli/blob/ad4ab0b369995c7fc6d6056d0038141c492ad8cb/docs/references/files/fossa-yml.md

@rolodato this is a great suggestion and works. Pretty much anything missed in can be added this way.

Except, if we were to put a config file in a different path, e.g. in a folder like config/.fossa.yml. Once/if this is added, then this file can exist anywhere in a project without having to be in the project root. But this is probably worth another issue/PR.
