Bug: When setting a background image, the transparency setting is not applied.

Description

I set a PNG file with transparency settings as the background image, but the transparent areas are displaying as white.

Steps To Reproduce

1. Open the Settings screen
2. Open the Appearance page
3. Select a background image
4. Set the attached image
5. The image settings work the same whether you use the default or change them

The opacity only controls the background image, not the app background behind it.

It seems I was mistaken.
Upon checking again, the transparency was applied.
