Validation framework

A user of either the model run time expects to receive timely and human readable validation messages related to problems with inputs that could lead to failures to simulate. The run time user will want to know all fatal errors up front (i.e. blocking the simulation) as well as some warning messages that clarify default behavior or intent without halting the run time simulation.
