Currently the only version of WinCompose that can be installed using winget is SamHocevar.WinCompose version 0.9.11. If this fork is to be the one that will be maintained going forward, it would be useful to create a manifest for it so that it can be installed with winget as well. There is a guide on creating winget manifests at https://learn.microsoft.com/en-us/windows/package-manager/package/manifest. Additionally there are links on that page on how to submit the manifest to Microsoft's package repository.
