Don't conflate `high` and `urgent` portal notification priorities

What Happened?

the XDG Desktop Portals specification has 4 notification levels (unlike FreeDesktop's 3), one of them being high. Right now Pantheon will treat high the same as urgent, bypassing Do-Not-Disturb and doing the usual attention-grabbing shenanigans.

This is unlike any other desktop environment including GNOME and Plasma, where high is treated like normal. This specifically causes me the issue of GNOME Fractal bypassing Do-Not-Disturb despite me not wanting it to.

Steps to Reproduce

1. Receive a Notification with high priority from within a flatpak / behind the portal
2. Pantheon treats it like FreeDesktop urgent

Expected Behavior

high XDG Portals notification priority should be treated like normal freeDesktop priority, as to not have it unintentionally bypass DND.

(This might also be an issue with Pantheon's notification applet, but after doing some debugging with Kevin from Fractal I decided to file an issue here first)

We use portals urgency system internally so I don't see how this can happen. Can you give reproduction steps of this bug, what applications are affected etc

ASHPD Demo from Flathub can be used to send a notification with the high urgency from within the sandbox, it consistently behaves the same as a notify-send --urgency critical on the host or a critical urgency from within the ASHPD demo.

It affects any application that tries sending a high urgency notification (in my testing, I noticed this with Fractal), possibly only through portals; Although I have no apps to test with that don't run in the sandbox, as notify-send does not have the high urgency.

What about a notification sent from Fractal (or another application that uses Glib to send notifications)?

This is an issue with gtk portal because we currently rely on it to convert portal notifications into fdo ones. I'll transfer this issue to the portals repo since we plan on implementing our own Notification Portal soon
